The following is based on work done by silly of the Y/S/ clan ( http://ysclan.org/ ).

1. Edit blueflag.gif and redflag.gif to suit your tastes and save them as PCX 8 bit.
2. Extract the files in this archive into a folder in x:\UnrealTournament\ with the name of what you wish to call the flag mutator (ex: CustomFlags).

x:\UnrealTournament\CustomFlags\
x:\UnrealTournament\CustomFlags\Classes
x:\UnrealTournament\CustomFlags\CustomFlagsB.pcx (blue flag)
x:\UnrealTournament\CustomFlags\CustomFlagsR.pcx (red flag)

3. Rename SmileyFlags.uc to the name of your mutator (ex: CustomFlags.uc).
4. Open it in notepad and edit any instance of SmileyFlags to the name of your mutator. Also edit the texture lines so they point to your PCX files.

class SmileyFlags extends ClanFlags;

#exec TEXTURE IMPORT NAME=RedFlag FILE=Textures\SmileyFlagR.pcx GROUP=Skins FLAGS=2 // twosided
#exec TEXTURE IMPORT NAME=BlueFlag FILE=Textures\SmileyFlagB.pcx GROUP=Skins FLAGS=2 // twosided

defaultproperties
{
    FlagTeamTextures(0)=Texture'SmileyFlags.Skins.RedFlag'
    FlagTeamTextures(1)=Texture'SmileyFlags.Skins.BlueFlag'
}

5. Open UnrealTournament.ini and add an EditPackages line with the name of your mutator to [Editor.EditorEngine] :

[Editor.EditorEngine]
EditPackages=CustomFlags
Add to the buttom of it

6. Open an MS-DOS window and go to your UnrealTournament\System folder. Type UCC MAKE after the prompt and confirm. Unless there is an error, UCC will create a .u in your system folder.

7. Create an int file for your mutator with the following contents and replace every instance of CustomFlags with the name of your mutator :

[Public]
Object=(Name=CustomFlags.CustomFlags,Class=Class,MetaClass=Engine.Mutator,Descrption="Custom Flags")

8. Add a ServerPackages line to [Engine.GameEngine] :

ServerPackages=Customflags

9. Restart your server and apply the custom flags mutator to see your flags change appearance.

Enjoy  ,
